Equal projected growth for very different students.

In my class, like many others, the RIT scores in September vary greatly... from 193 to 224, yet each student has a projected growth of 11.  I would really like to have that explained to me, as the same was not the case in Reading or Language Usage.    Why is the student in Gr 5 who has a Sept. RIT of 224 have the same projected growth as the student with a 193?  This doesn't make sense to me.
