Linking Norms and SBAC

When looking at the "2015 Student Status Norms" data it does not align to the data presented in the "SBAC MAP Growth Linking Study". For example, when MAP is given in the fall, the 4th grade reading student status norm is 198.2. While the SBAC projection for a level 3 when given MAP in the fall in the same grade level and content area, the RIT is 202-210. Can you explain why the SBAC RIT projection is higher than the student status norm?
