Using NWEA scores to identify gifted and talented students?

Our district is hoping to use MAP Skills Reading and Math tests as universal screeners to identify gifted and talented students first through fourth grade. In this brochure https://www.nwea.org/content/uploads/2014/10/MAP-Comprehensive-Brochure-DEC14.pdf , it is stated that NWEA can be used to identify gifted and talented students.

 

I was wondering if you have any research to support this practice and/or recommended RIT scores or percentiles for qualifying for GT programs? Your help is much appreciated!
