Is it best to do Fall testing after a few weeks of instruction?

My school district will be using MAPs assessments for the first time this year.  As the K-6 Math Interventionist, I am pushed to begin Title 1 support as soon as possible.  After having looked at the NWEA website, it is recommended that testing take place after 4 weeks of instruction.  It does say a school can change this to after 2 weeks of instruction.  My question is, how do I get my Superintendent and Principal to understand that testing at the get-go is not the best way of gathering data from our students?
