Using “metrics” of student achievement and/or growth to measure teacher effectiveness equitably across subjects, classrooms, grades, schools, demographics, etc. is highly challenging. This concise paper outlines the challenges and provides a conclusion that supports NWEA’s thinking about student assessment tied to teacher evaluation.

Don't do it. It completely changes the use of MAP data from instructional planning to getting a higher evaluation. It's not worth it. I regret that (under my leadership) our district ever did it. I will never allow it to happen again.
